I found a mega-thread (Dynamic shadows artifacts - #71 by Zeblote) and, as far as I can tell, it was never resolved for landscape.Even with an over-smoothed landscape and high resolution, the issue was still there.Using timers or delay set up a loop which triggers every 5s (or so) to change the weather randomly. Have the possible weather conditions stored in an array, and pick one randomly. You now have the weather changing and are able to control the weather conditions which are possible.
